Solitary Confinement now being called a "technique". Saw it on Yahoo.com Hmph, I imagine having ones fingernails yanked out to the quick could be described as a technique also. Couldn't it?

This banishment is only going to effect a few thousand prisoners though.
Read just the other day there are 2.2 million people in our American prisons.
